UPSC Civil Services Exam for Ex-Servicemen - Eligibility, Age Relaxation and Application Process

While active defence personnel are not allowed to sit for the UPSC Civil Services Exam, those who are a short service commissioned (SSC) officer in the army with less than two years of service left and meet all the other eligibility criteria of the UPSC CSE can indeed apply. Ex-servicemen, too, are welcome to take the exam, as long as they meet all the eligibility requirements. The government also extends certain age relaxations to ex-servicemen. The term Ex-servicemen, as applied to the UPSC CSE exam, is defined by the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, which have been periodically updated and amended.

2021 Eligibility Criteria for Ex-Servicemen in IAS

Please Note : The eligibility conditions for the UPSC examination remain the same each year, with the exception of the minimum and maximum age, which is determined by the year of the examination, in this case, 2021. The UPSC notification 2021 was released on 4th March 2021.

  1. In the UPSC CSE, ex-servicemen (including Commissioned Offers and SSCO/ECOs) who have been released from service and have served a minimum of five years of Military Service as on August 1, 2021, are granted an age relaxation of up to five years.
  2. Those whose assignment is due to end within one year from August 1, 2021, are also eligible.
  3. However, those who have been dismissed or discharged from service for reasons of misconduct or inefficiency are not eligible for age relaxation in the UPSC IAS exam.
  4. Aspirants who have completed their five-year military service but have had their assignment extended are eligible if the Ministry of Defence issues a certificate stating that they will be released on three months’ notice if they are selected in the UPSC CSE merit list.
  5. Defence personnel who were disabled during hostilities with a foreign country or in a disturbed area and were subsequently released can also claim age relaxation up to a maximum of three years in the UPSC CSE 2021.

Ex-servicemen (Re-employment in Central Civil Services and Posts) Rules, 1979

  • The Ex-servicemen rules were updated according to The Department of Personnel and Training (DoPT) notification in 2012.
  • Disabled servicemen are allowed an unlimited number of attempts. They can take the exam as long as they meet the upper age limit.
  • Commissioned Officers (ECOs/SSCOs) who have opted for release on their own accord are not eligible for the concession.
  • Ex-servicemen candidates who also belong to the SC/ST/OBC category are eligible for cumulative age relaxation under both the categories (community and ex-servicemen).
