All about La Perouse Military Exercise

La Perouse is a multilateral naval exercise, initiated by the French Navy in 2019. The maiden exercise saw the participation of the navies of France, the US, Australia, and Japan.

  • The exercise is named in honor of Jean-François de Galaup, comte de Lapérouse, an 18th-century French naval officer and explorer.
  • La Perouse is part of the annual French Navy midshipman deployment known as Mission Jeanne d’Arc.
  • The exercise underscores the shared objective of the participating navies, which is to ensure maritime security in the Indian Ocean and Asia-Pacific region.

Exercise La Perouse 2021: A First for India

The 2021 edition of La Perouse Exercise marked the first-time participation of India, along with the navies of France, the US, Japan, and Australia.

  • With India's inclusion, the representation of Quad forces in the maritime exercise was completed.
  • The Indian Navy was represented by INS Kiltan and INS Satpura along with P8I Long Range Maritime Patrol Aircraft.
  • The exercise was conducted in the Eastern Indian Ocean from 5th to 7th April.
  • It featured a wide range of advanced and complex naval operations, including anti-air warfare, surface warfare, air defence exercises, cross deck flying operations, weapon firing exercises, seamanship evolutions such as replenishment at sea, and tactical manoeuvres.
  • The exercise aimed at fostering maritime cooperation, developing closer links, and enhancing the skills of the navies of the concerned countries.
  • It also aimed to foster synergy, coordination, and inter-operability among the friendly navies.

The Strategic Importance of the Indo-Pacific

The naval exercise is viewed as a signal to China, which has been increasing its engagements in the Indian Ocean region. China has territorial disputes with several countries in the region, including Japan, Brunei, the Philippines, and Malaysia.

  • The Indo-Pacific is emerging as a significant theatre for naval action for numerous nations, with the aim of establishing an open, free, inclusive, and rules-based order in the Indo-Pacific to support freedom of navigation and peaceful cooperative use of the seas.
  • The objective is to adhere to international standards and treaties such as the UNCLOS and resolve territorial disputes through peaceful means.
  • Contrarily, China aims to establish a defensive perimeter around its seas, including the Yellow Sea, the East China Sea, and part of the South China Sea, by denying the freedom of navigation.
  • The US Indo-Pacific Command, established post the Second World War, is the largest unified command, underlining the strategic importance of this region for the US.
  • France has a direct strategic and economic stake in the region, with territories in French Polynesia, New Caledonia, Wallis, and Futuna. France is a member of the Pacific Community and the Secretariat of the Pacific Regional Environment Programme (SPREP).
