IAS, as well as IRS both, are esteemed jobs offered by the government of India. IAS and IRS stand for Indian Administrative Service and Indian Revenue Service respectively. However, the recruitment process for both the posts is the same. The UPSC exam is one of the toughest examinations across the country. UPSC IAS is a recruitment process for students who want to secure a position in the All India Civil Services position.

UPSC Indian Revenue Service (IRS)

The Indian Revenue Service (IRS) is divided into two major branches viz. Indian Revenue Service Customs and Central Excise and Indian Revenue Service Income Tax.

  • IRS (Customs and Central Excise) is controlled by The Central Board of Excise and Customs (CBEC). CBEC is the national agency that administers Customs, Central Excise & Service Tax in India.
  • IRS (Income Tax) is controlled by the Central Board of Direct Taxes(CBDT).
  • CBDT is responsible for administering a number of Direct Tax Acts, namely:

  • Policy Formulation
  • Tax Administrator – Investigator, quasi-judicial authority and prosecutor
  • The global crusade against black money
  • Serving other Ministries/Departments/Organisations on deputation

IRS, India’s esteemed financial body plays a crucial role in the compilation of Direct Taxes (essentially Income Tax & Wealth Tax) in India. It is involved with the collection of a significant part of the entire tax revenue in the country. Direct Tax laws are governed by IRS officers by the Income Tax Department (ITD). The most extensive department of the Government of India is the Income Tax Department. At the highest level, the Central Board of Direct Taxes (CBDT) established under the Central Boards of Revenue Act, 1963 is responsible for the administration and supervision of the ITD.

UPSC Indian Administrative Services (IAS)

IAS holds command over many actions of a particular district or a state, which depends upon their cadre allocation. There are many duties assigned to an IAS officer. Some of the mandatory roles and duties of IAS officers are mentioned below:

  • The officers are expected to function as court officials of revenue and crime and also to collect revenue.
  • Their roles also include maintaining law and order and making sure that union and state government policies are successfully implemented.
  • IAS officers are meant to be a catalyst between the public and the government.
  • They contribute to policy formation and take care of the administration and regular proceedings of the government of India.

Although these duties differentiate depending upon the role they are assigned. Cadre allocation plays a very crucial role in the placements of the officers. Hence, the promotions, positions, roles and salaries are not constant for these officers.

IRS vs IAS

There are few significant differences between the IAS and IRS, which are listed below:

  • The IRS officers will be ordinarily working in big cities where the revenue is high whereas the IAS postings will be in smaller towns.
  • The amenities for the IAS officers will be extra analogous to the IRS offices.
  • There is no political intervention for the IRS officers, but the IAS officers have a political intervention.
  • The IAS officers deal with the cases directly but the IRS officers have to wait for the orders.
