A Closer Look at the Mo Ghara Initiative
Mo Ghara (My Home) is a housing scheme linked to credit. The primary objective of this initiative is to convert all the kutcha houses in rural areas into pucca ones, thereby uplifting the living conditions of the rural poor.
- The Mo Ghara scheme is set to be financed from the state budget, with an estimated cost of Rs 2,150 crore spread over two years.
- The scheme is designed to cover families that are not included under the existing PMAY-G scheme due to strict eligibility criteria or insufficient allocation of resources.
- The Mo Ghara scheme is also beneficial to those who have previously received a smaller amount of housing assistance and are now looking to upgrade or expand their homes.
- Under this scheme, a beneficiary can avail up to Rs 3 lakh, which can be repaid in ten years through instalments, excluding a one-year moratorium period.
- The Odisha state government will release the capital subsidy to the loan account after the house's construction is completed.

The scheme has four slabs of loan amount. The subsidy rates are as follows:
- A subsidy of Rs 30,000 for a Rs 1 lakh loan
- A subsidy of Rs 45,000 for a Rs 1.5 lakh loan
- A subsidy of Rs 60,000 for a loan amount of Rs 2 lakh and Rs 3 lakh
- An additional subsidy of Rs 10,000 is provided for the SC/ST category and differently-abled individuals, irrespective of the loan amount.
- The EMI repayment process is made more manageable by releasing capital subsidies to the beneficiaries' loan accounts.

The eligibility criteria for the scheme include:
- A family residing in a kutcha house or a pucca room with a concrete roof
- Families that have not previously availed of any government housing assistance
- Families that have received assistance of less than Rs 70,000 in the past and have a monthly income below Rs 25,000
- The Government of Odisha has also taken a step to waive off the registration fees and stamp duties required during the mortgage of the title deed, thereby reducing the financial burden on the beneficiaries.
