Criticism of Public Choice Approach in Public Administration

People with a public choice approach economically think about government and politics. They think people act in their self-interest and make rational choices. But the public choice approach has some problems: 

  • One problem is that it makes human motivation too simple. Thinking that people only want what helps them is too narrow. Studies show people are also motivated by values, duty, helping others, and ideas of public good. Bureaucrats and politicians can want to serve the public, not just themselves.
  • A second problem is public choice exaggerates how rational people act. Many political choices happen because of emotions, habits, biases and lack of enough information. People in government do not always make the most rational choices to get the most benefit.
  • Public choice is also criticized for thinking voters are "rationally ignorant". Critics say voters' lack of information comes from not having enough information and resources, not just rational calculations. Many citizens become informed on policy issues, and voter turnout has increased.
  • Public choice is also criticized for focusing too much on government failures. It ignores many government successes and ways policies serve common interests. Governments effectively provide many public goods and reduce problems of market outcomes.
  • Critics also argue public choice exaggerates the role of interest groups. Organized interests are just one-factor impacting policies. Other factors like public opinion, expertise, and committees also shape government decisions.
  • Another criticism is that public choice overlooks non-economic factors impacting government performance. The complex nature of public policy making, lack of expertise, and poor coordination between agencies also lead to government problems. Not all problems can be solved with economic solutions.
  • Critics also say public choice often has a small-government bias. It favours limiting the government's role and increasing private solutions. But completely private solutions are not possible for many collective needs. Government still has an important role through regulation, redistribution and managing the economy.
  • The main problems of the public choice approach are: it makes human motivation too simple, exaggerates rationality, ignores non-economic factors impacting governance, focuses too much on government failures, and has a small-government bias. A balanced perspective is needed.
