Aimed by many as a military-oriented grouping after all, the Quad has evolved into an expanded strategic and economical partnership that also emphasizes sustainability, robust supply chains, and technological collaboration but does not exclude its security aspect.

What are the Challenges Faced by Quad
1. Lack of Institutional Framework
The Quad is an ad hoc arrangement that does not hold a permanent secretariat or binding treaties as opposed to NATO. This also minimises its chances of acquiring strong decisive actions during crisis-taking, coordinated moves.
2. Unequal Burden Sharing
Each of the four members is economically and militarily superior and superior in terms of political influence in the region. Such an imbalance leads to an imbalance in expectations and burden sharing when it comes to maritime security and infrastructure financing.
3. Conflicting Partnerships
The foreign policy interests tend to complicate an agreement:
- India is also close with Russia especially in security.
- The Australian society is highly dependent on Chines trade.
- These mixed relationships do not give Quad the capability of standardizing the strategic posture.

4. The China Factor
Members differ in their approach to dealing with China:
- Japan & Australia – economically dependent on China, yet cautious about Beijing’s assertive behavior in the South and East China Seas.
- India – faces direct strategic rivalry with China, particularly along the LAC, but also relies on trade links.
5. Speculation of ‘Asian NATO’
China often portrays Quad as a potential ‘Asian NATO’, fueling suspicion and resistance in the region. This perception risks alienating ASEAN and other neighbors who fear being caught in a U.S.-China rivalry.
India's Specific Concerns in the Quad
1. Geopolitical Strains
Excessive alignment to the Quad has the possible risk of antagonizing strategic partners such as Iran and Myanmar which forms a crucial part of Indian energy security and connectivity plans (e.g. Chabahar Port, Kaladan project).
2. Different Indo-Pacific Outlooks
India emphasises the Indian Ocean Region (IOR) as its primary sphere of influence, while other Quad members (especially the U.S. and Japan) focus more on the Pacific theatre. This divergence creates differing strategic priorities.

India must carefully balance Quad cooperation with its engagements in other multilateral platforms like SCO, BRICS, and relations with Russia, to avoid being seen as overly aligned with Western blocs.
Way Forward for Strengthening Quad
1. Clear Indo-Pacific Strategy
Quad needs a coherent and unified Indo-Pacific roadmap that aligns economic and security priorities, ensuring clarity of objectives in areas like maritime security, trade, digital governance, and supply chains.
2. Expanding Membership
India can advocate for the inclusion of like-minded ASEAN partners (e.g., Indonesia, Singapore, Vietnam) to make Quad more representative, credible, and rooted in regional realities.
3. Strengthening India’s Maritime Strategy
India must develop a robust Indo-Pacific naval doctrine integrating military preparedness, economic diplomacy, and cooperative security, while investing in maritime domain awareness and naval capacity.
4. Enhancing Economic Deliverables
To maintain long-term credibility, Quad must focus on tangible outcomes in sectors like critical technologies (5G/semiconductors), health security, climate resilience, and resilient supply chains, moving beyond being a purely security-driven forum.

The Quad has transformed into a kind of security-context alliance into an extensive partnership that would create peace, prosperity, and stability in the Indo-Pacific region. Its relevancy is no less taken away by structural weaknesses and the varying priorities that still exist.
