Decoding SMART PDS

The Department of Food and Public Distribution has launched the Scheme for Modernisation and Reforms through Technology in Public Distribution System, commonly known as SMART-PDS. This tech-driven initiative is aimed at revamping the Targeted Public Distribution System (TPDS) .

  • Beneficiaries are issued smart ration cards, which are used for identity verification via a fingerprint scanner.
  • The SMART-PDS addresses the challenge of ensuring efficient delivery of critical welfare schemes to the most disadvantaged sections of society.

The Impact & Advantages of SMART PDS

  • Minimizing wastage: The primary objective of SMART-PDS is to curb food grains wastage and enhance the efficiency of the distribution process.
  • Assuring essential rations for migrants: The SMART-PDS leverages information about beneficiaries, their food security needs, and migration patterns.
  • Strengthening welfare scheme delivery: The SMART-PDS scheme can help bridge this gap.
  • Standardizing PDS operations: The government plans to employ data analytics and other ICT tools for this purpose. This will streamline PDS operations by integrating it with FCI , CWC, the transport supply chain of rail and road, Ministry of Education, Women and Child Development, and UIDAI.
  • Overcoming state-level limitations: Technological reforms are expected to overcome the state-level technological limitations of PDS operations. This would also lay the foundation for an integrated central system for all PDS-related operations across all states/UTs.
  • Facilitating One Nation One Ration Card: SMART-PDS could also facilitate the implementation of One Nation One Ration Card , the creation of a national-level data repository of beneficiaries, and the creation of integrated data infrastructure across ration card management, allocation, supply chain of food grains and FPS automation among Centre and all states.

Wrapping Up: The SMART-PDS system is not just about ration distribution. The integration of AI could be a turning point for both citizens and governments in ensuring accountability and efficiency across all schemes. It could also provide valuable insights for other programs and policies.
