In the power hierarchy of a Ministry, the Secretary holds the 3rd position. The Joint Secretary occupies the 5th position in the power hierarchy.
The Secretary serves as the principal adviser to the minister on matters of policy and administration within his ministry/department. The Joint Secretary does not serve as the principal adviser to the minister on matters of policy and administration within his ministry/department.
The Secretary level is considered Top Level Management in a Ministry. The Joint Secretary level is considered Middle Level Management in a Ministry.
