Honesty in the Indian Civil Services - Testbook.com

Reflecting on a statement made by a senior politician from Uttar Pradesh, who suggested that civil servants could steal a little as long as it did not become rampant looting, one can't help but be disheartened by the perceived state of the civil services in India. The fact that such a statement could be made and accepted in a democratic society is indicative of the prevailing attitudes towards corruption in this sector.

While Indian citizens often hold civil servants in high esteem, there is an unfortunate perception that many IAS officers are more interested in personal gain than public service. However, it's important to note that there are several IAS/IPS officers who, through their outstanding work, have brought about significant positive changes in society. Often, these changes have come at the expense of their personal careers and, in some cases, their lives.

Yet, despite these examples, corruption remains a pervasive issue in our bureaucracy. One can't help but wonder when we will be able to boast of a civil services sector that is free from corruption and nepotism.

The Significance of Ethics and Integrity for Civil Servants

Why is it so challenging for an IAS officer to remain honest? If some can uphold their integrity, why can't others? Is it fair to place the blame solely on the civil services when corruption and dishonesty seem to permeate all aspects of Indian society? It's worth noting that as long as there are individuals willing to offer bribes, there will be those ready to accept them.

However, reducing honesty to merely rejecting bribes oversimplifies the issue. Dishonesty can manifest in various ways, such as ignoring the corrupt practices of colleagues, turning a blind eye to malfeasance happening right under one's nose, or bending the rules to do favors for friends or relatives using official power. It could also involve succumbing to pressure from higher-ups who ask for rules to be bent in their favor.

Many civil servants claim that they have never accepted a bribe, but they have had to yield to pressure to perform unethical or unlawful acts out of fear for their or their family's safety.

In light of this, is it fair to label all civil services as corrupt? Probably not. While civil servants should strive to uphold their oath to serve the country above all else, it's unrealistic to expect every individual in a system rife with corruption to exhibit honesty and bravery. Unless corruption is eradicated from society at large, it will continue to exist within the civil services.

Understanding the importance of honesty, courage, and conviction is crucial for aspirants preparing for the upcoming Civil Services Exam before joining the administrative services. Here are a few key points to consider:

  • Decision Making – If a civil servant is honest, they can make bold and good decisions without fear of repercussions.

  • Fulfilling Responsibilities – A civil servant who is honest will fulfil their responsibilities faithfully in accordance with the law and national integrity.

As a society, it is our duty to eliminate corruption from our services. An efficient and upright civil service can guide our country towards prosperity and security.
