Eligibility for OBC Relaxation in UPSC

OBC candidates are divided into two categories - Creamy Layer and Non-Creamy Layer. Only the candidates who fall under the Non-Creamy Layer category of OBC can avail the OBC relaxation benefits provided by UPSC.

To benefit from the OBC reservation, a candidate must:

  • Belong to a caste that is included in the Central Government's list of reserved communities.
  • For the CSE-2022, produce an OBC (Non-Creamy Layer) certificate based on the income for the Financial Years 2018-19, 2019-20, and 2020-21.
  • Ensure that the OBC status (including the creamy layer status) is determined as of the closing date for the receipt of the Civil Services (Preliminary) Examination – 2022 applications.

For more information about the OBC sub-categories, check out the Sub-category for OBC page.

When Should Candidates Submit Proof of Relaxation?

UPSC verifies the eligibility conditions of candidates using their original documents only after they have qualified for the Interview/Personality Test.

For more information about the documents to be submitted at each stage of UPSC, refer to the following links:

Conclusion

As per the official UPSC notification, the admission of candidates to all stages of the examination is provisional, subject to the fulfilment of the prescribed eligibility conditions. The issuance of an e-Admit Card does not imply final clearance of the candidate's candidature by the Commission.

Therefore, if a candidate claims OBC category status, they must provide the necessary documents as required by UPSC during the eligibility criteria verification process.
