The Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie is a prestigious training institution for civil services in India. It is overseen by a Director, who holds a position equivalent to that of a Secretary to the Government of India. LBSNAA is an attached office of the Department of Personnel & Training, Government of India. The Academy conducts a standard Foundation Course for entrants to the All India Services, Indian Foreign Service, Group 'A' services of the Union, and the Royal Bhutan Service. Following the Foundation Course, professional training is provided to regular recruits of the Indian Administrative Service (IAS) and members of the Royal Bhutan Service. LBSNAA also offers in-service and Mid-Career Training Programmes (MCTPs) for IAS members and an Induction Training Programme for officers promoted to the IAS from State Civil Services. About LBSNAA IAS Training

The Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie is a distinguished training institution for India's civil services. It is led by a Director, typically an officer of the rank of Secretary to the Government of India. It operates as an attached office of the Department of Personnel & Training within the Government of India.

After passing the UPSC IAS Exam, a candidate is required to participate in the 2-year-long LBSNAA IAS training program. Before joining their respective cadres and services, members of various civil service positions, such as IFS, IPS, IRS, IFoS, etc., must complete a two-year training program to prepare them for working effectively in challenging conditions. This program begins with the IAS Training at LBSNAA. At this place, they have their first small introduction to their colleagues. The total LBSNAA IAS training duration is 2 years, which is divided into different phases, as mentioned below.

LBSNAA IAS Training Period Phases

The LBSNAA training for IAS officers is structured into four phases: Foundation Course, Phase I, District Training, and Phase II. The Foundation Course is a common training for all civil service officers, followed by Phase I, which includes Bharat Darshan (a tour of India), and then District Training, where probationers are posted to different districts. Phase II is a specialized training program focused on the IAS. As mentioned in the table above, the training at LBSNAA for IAS takes place in 4 phases:

Foundation Course

Candidates offered grade A posts like IAS, IPS, and IFS are invited to join a 3-month or 15-week Common foundation course at LBSNAA, usually around August to December. After that, candidates from different services join training academies like IFS and the Foreign Services Institute in New Delhi, IRS officers join the National Academy of Direct Taxes, and Nagpur and IAS officers must stay back at LBSNAA.

Phase 1

  • Bharat Darshan: In the phase 1 training program, the IAS probationers are divided into small groups and taken on a small tour of India. This training program usually lasts 45–50 days, taking trainees to essential parts of the country. This part of training is counted under the experience of India's rich cultural diversity and heritage.
  • Academic Modules: Academic Modules: This training program is 15 weeks long. Aspirants start there at 6 a.m. in the early morning with mild exercise. Then, they go for lectures followed by cultural activities in the evening. Academic Lectures include Policymaking, land management, soft skills, project management, national security, e-gov, etc.

District Training

This training is a year long. Under this phase, officers study the administrative set-up in a particular district by being a part of it.

Phase 2

The starting moment of phase 2 is when they share their experiences from phase 1 with their colleagues. A short discussion occurs where the officers share or present their views on various developmental challenges and issues, along with how to resolve them. The ways to resolve them are held during this period. There is one more special season bifurcated as subject matter experts and comes under learning exercise. This training program is 6 weeks / 2 months long.

Assistant Secretaryship

Having Completed all the above phases, the New Recruits or probationers join their respective deputations. A few years ago, a high-level committee recommended that all IAS officers should have some experience working in the Central Secretariat. Hence, all IAS probationers are now given the title of Assistant Secretaries, and they have worked under the respective Joint Secretaries on a central deputation for a few months.

LBSNAA IAS Training Centre Fees

The government provides Fresh IAS Trainees with a stipend of Rs.40,000 approx, during their training period. However, monthly accommodation charges are deducted from the stipend.

The monthly accommodation charges are: (including water and electricity charges)

  • Single Occupancy Accommodation: Rs.350 per head.
  • Double Occupancy Accommodation: Rs.175 per head.

LBSNAA IAS Training Schedule

Training programs at LBSNAA focus on developing personalities and enhancing skills in Public Administration, Management, and Soft Skills. Here is the schedule of activities during the IAS training period at LBSNAA:

  • The day starts with a 60-minute morning exercise session at the Polo Ground at 6:00 a.m.
  • After that, there is about an hour and a half to get ready, have breakfast, and prepare for classroom modules.
  • Classroom sessions start at 9:30 a.m. and consist of 5-6 academic sessions, each lasting 55 minutes, covering various subjects such as social studies, history, political science, economics, law, public administration, and management.
  • There are sports and riding activities in the afternoon from 5:00 p.m. to 7:30 p.m.
  • Occasionally, cultural performances and programs are organized in the evening before dinner.
  • On weekends and holidays, participants engage in extracurricular activities like community service and adventure sports such as rock climbing, paragliding, short treks, and river rafting.
  • Generally, a typical day in the training program involves approximately 16 activities, resulting in around 80 hours of engagement throughout the week.

Facilities Provided at LBSNAA

LBSNAA provides a wide range of facilities to support its training mission, including academic, recreational, and administrative resources. These facilities include well-equipped lecture halls, a library, conference halls, an auditorium, a mess, hostels, a sports complex, medical facilities, a reprographic unit, a bank, a post office, EPABX, computer labs, and Wi-Fi access. 

  • Teaching Facilities at the LBSNAA: The Academy offers spacious classrooms with the latest audio-visual and video-recording facilities. The Academy has four main buildings: Karmashila, Dhruvshila, Gyanshila and Aadharshila. 
  • Accommodation at the LBSNAA: The Academy houses three hostels for recruits named Ganga, Kaveri, and Narmada. All the LBSNAA hostel rooms have central heating, television, and telephones and offer double occupancy.
  • Sports Complex: The Academy also houses a sports complex with facilities for football, cricket, volleyball, badminton, yoga, basketball, billiards, table tennis, etc. Fresh Recruit is also trained in horse-riding, shooting, archery, self-defense, rock climbing, etc. 
  • Library: The Academy has an in-house library known as the Gandhi Smriti Library, which owns over 1.65 lakh books, 5000 CDs/DVDs, 300 periodicals and magazines, and 38 newspapers. A photocopying facility is also available.
  • IT Services: The Academy's computer section has a high-speed internet connection and software packages. Officers are trained in SARGAM, a training software that manages all activities held in LBSNAA.
  • Dispensary: LBSNAA has doctors and nurses, along with a medically equipped training center for x-rays and dental care.
  • Officer Mess: The Officer's Mess is an Important institution within the Academy. This place is full of brotherhood and fraternity, and it is responsible for organizing formal and informal get-together functions.
  • Indira Bhavan Complex: This facility is situated a km away from the main campus, and it has a classroom teaching facility and workshops, conferences, and seminars.
  • Facilities for PWD: There are elevators, ramps, restrooms, a different hostel, room service, etc., that the PWD trainees can avail themselves of.

IAS Probation Rules At LBSNAA

IAS probation at the LBSNAA involves a two-year probationary period with the possibility of extension, mandatory training, and performance evaluations. It is a major part of lbsnaa training. The probation period includes training at LBSNAA, field training, and attachment with various government departments. Probationers must adhere to conduct rules and maintain discipline, with breaches potentially leading to disciplinary action or even termination of probation. 

  • An Officer Trainee must abide by specific rules and regulations at the Lal Bahadur Shastri National Academy of Administration(LBSNAA).
  • Officer Recruit will be on probation for two years, which will be extended by one more year.
  • The probationer will have to take the final examination with a total mark of 900 after the course, which they have to clear on the basis of performance.
  • Due to unavoidable circumstances, if an officer trainee misses an exam, the government may allow them to appear for a special exam held about three months from the original exam date.
  • An OfficerTrainee can be discharged from service under the following circumstances:
    • If they fail to pass the re-exam.
    • If the government feels that the probationer is ineligible to be recruited to the service.
    • If they had willfully neglected their probationary duties and studies.
    • If they fail to comply with the provisions of these rules.
