The Government of India has recently unveiled the National Health Accounts Estimates for the year 2019-20. This report provides an in-depth look at the health-related expenditures by the government. It is a crucial topic for those preparing for the health and governance sections of the IAS exam.

An Overview of National Health Accounts Estimates 2019-20

The National Health Accounts Estimates for India (2019-20) was published by the Ministry of Health and Family Welfare in April 2023. The National Health Systems Resource Centre (NHSRC) prepared this seventh report.

Government Health Expenditure

The government health expenditure has seen a significant rise from 1.13% of the GDP in 2014-15 to 1.35% in 2019-20. The government aims to further increase this to 2.5% of the GDP by 2025.

Allocation of Health Expenditure

The government's health expenditure, which accounted for 29% of the total health expenditure in 2014-15, increased to 41.4% by 2019-20. Primary care received the lion's share of the government’s health expenditure for 2019-20, garnering 55.9%, while secondary care and tertiary care received 29.6% and 6.4% respectively. The proportion of healthcare expenses paid from personal savings reduced from 62.6% in 2014-15 to 47.1% in 2019-20.

Per Capita Spending

The per capita healthcare spending witnessed an increase from Rs 1,108 in 2014-15 to Rs 2,014 in 2019-20.

Additional Expenditures

The investment in social security schemes saw a rise from 5.7% in 2014-15 to 9.3% in 2019-20. Also, the investment in the primary sector saw an increase from 51% in 2014-15 to 56% in 2019-20.

Other Important Insights from the Report

The report also highlighted an increase in the share of private health insurance, indicating a maturing insurance industry, as more individuals who can afford health insurance are choosing to purchase it from private insurers.
