An Introduction to the Twenty Point Programme (TPP)

The government of India introduced the Twenty Point Programme in 1975 with the noble objective of eradicating poverty and enhancing the quality of life for the average Indian citizen.

  • The programme has undergone several modifications, the latest of which was in 2006, to stay in tune with the economic reforms, liberalisation, and globalisation trends.
  • The updated TPP-2006 includes 65 items, in line with the programmes and schemes executed by various Ministries/Departments of the Indian government.
  • The program underscores India's commitment to poverty alleviation, productivity enhancement, income disparity reduction, and the eradication of social and economic imbalances.
  • The government monitors 14 parameters under TPP and regularly releases a progress report on the same.

Insights into the Twenty Point Programme Progress Report

The Ministry of Statistics and Programme Implementation publishes this report, which includes data from the period of April to December 2022.

  • This report tracks the progress of 14 parameters through the implementation of various schemes in specific areas or sectors.
  • Performance Analysis:
    • Six parameters surpassed the 90% target completion rate, indicating "excellent" performance, while five parameters achieved an 80-90% completion rate, denoted as "good."
    • Three out of the 14 parameters performed "below average" or failed to meet the 80% target, including areas like public and forest lands plantation, and road construction under the Pradhan Mantri Gram Sadak Yojana (PMGSY)
    • An analysis of the performance across different schemes or sectors reveals the following:
      • The Pradhan Mantri Awas Yojana (Gramin) or PMAY-G achieved 82% of its target.
      • The government managed to meet 88% of the targets under various food security programmes.
      • With respect to electricity supply, the government reached 99% of the target.
      • The target for energizing pump sets was surpassed by more than 100%.
      • Road construction under PMGSY only managed to meet 53% of the set target.
